<p>Ekonomi perkongsian telah wujud sejak zaman kuno. Secara praktikal, ia telah diamalkan di kalangan ahli keluarga dan rakan-rakan terdekat. Pada masa kini, ia muncul sebagai salah satu alternatif dalam memaksimumkan kekangan sumber semula jadi, seperti berkongsi ekonomi yang diperkenalkan menghubungkan dunia dalam talian dan luar talian melalui sumber Internet dalam memaksimumkan aset dan sumber yang ada. Ekonomi perkongsian menghasilkan nilai dengan memadankan aset ini dengan pengguna yang bersedia membayar untuk perkhidmatan yang disediakan yang dihasilkan dari aset tersebut. Perkhidmatan yang ada seperti penginapan hotel dan pengangkutan teksi telah tersedia dalam industri perhotelan dan industri teksi.</p>
<p>Pelbagai permulaan dengan menggunakan laman web dan aplikasi seperti dalam perkongsian kereta (Uber, GrabCar, Zipcar), perkongsian kereta peer-to-peer (Whipcar, RelayRides, SnappCar), perkhidmatan peribadi dan pelbagai (Airtime, GetMaid), perkongsian basikal ( Bixi, HZ Bike), filem (Netflix, Quickflix), sewa peer-to-peer (Airbnb, Globetroopers) menunjukkan bahawa platform ekonomi perkongsian yang timbul dari semasa ke semasa di pasaran semasa. Adakah konsep perkongsian ekonomi boleh digunakan dalam perkhidmatan perundingan seni bina dan kejuruteraan?</p>
<p>Mereka yang berlatih dalam industri pembinaan tidak akan pelik dengan arkitek bebas atau jurutera bebas. Sebahagian dari mereka membawa jawatan sebagai arkitek bersekutu atau jurutera bersekutu untuk berlatih sebagai profesional. Freelancing menjadi semakin berleluasa.</p>
<p>Selama lima tahun terakhir, disebabkan pasaran buruh yang menyusut dalam menyediakan lebih banyak pekerjaan sepenuh masa, orang Amerika memilih untuk menjadi bekerja sendiri. Antara tahun 2014 dan 2018, 3.7 juta orang telah mula bekerja sendiri. Untuk meletakkannya dalam perspektif, itu setara dengan keseluruhan populasi Connecticut. Menurut hasil FIA, kini terdapat 56.7 juta orang yang bekerja sendiri di Amerika.</p>
<p>Ini masanya untuk pekerja bebas. Walaupun menghadapi cabaran yang dihadapi oleh pekerja bebas (seperti ketidakpastian pendapatan dan kekurangan faedah), semakin banyak pekerja sama ada berhenti sepenuhnya dari pekerjaan biasa mereka untuk memilih jadual yang lebih fleksibel atau menjaga keselamatan kedudukan tetap sambil bekerja sambilan. Dengan jumlah yang terus bertambah, secara logiknya pekerja bebas akhirnya akan menarik minat syarikat. Berikut adalah sebab utama mengapa syarikat suka mengupah pekerja bebas:</p>

<li><strong>Kemahiran dan Kepakaran Khusus</strong><br />
Pekerja sendiri selalu didiskriminasikan, dan banyak yang mendakwa bahawa mereka tidak profesional seperti rakan sepejabat mereka. Ini tidak benar, terutamanya sejak akhir-akhir ini. Oleh kerana pekerja sendiri menyediakan kebebasan dan fleksibiliti yang sukar dalam 9 hingga 5 pekerjaan yang biasa, banyak pekerja beralih kepadanya sebagai sumber pendapatan tunggal atau pendapatan tambahan. Oleh itu, sekumpulan yang berbakat meningkat dengan pesat,bermaksud bahawa mereka yang didalam pelbagai bidang menggunakan pengetahuan dan kepakaran mereka untuk pekerjaan bebas.</li>
<li><strong>Keberkesanan Kos</strong><br />
Syarikat bertanggungjawab untuk memberikan faedah kepada pekerja sepenuh masa, termasuk insurans kesihatan, cuti rehat dan cuti sakit, yang merupakan semua perbelanjaan yang harus dibayar oleh syarikat. Pekerja sendiri adalah ejen bebas, bukan pekerja tetap syarikat, oleh itu majikan tidak perlu memberikan faedah kepada pekerja sendiri. Ini adalah kelebihan bagi majikan, tetapi kerugian bagi pekerja sendiri yang kehilangan wang mereka setiap kali mereka bercuti atau jatuh sakit.</li>
<li><strong>Kerja Berasaskan Projek</strong><br />
Pekerja sepenuh masa tidak semestinya diperlukan dalam semua projek dan tugas kerana projek adalah tugas satu kali yang mempunyai waktu mula dan akhir yang berbeza sepanjang tahun. Juga, kumpulan berkemahiran yang berbeza mungkin diperlukan dalam projek yang berbeza yang menjadikan pengambilan seseorang secara sepenuh masa untuk menyelesaikannya tidak masuk akal. Di situlah pekerja persendirian ini diperlukan.Pelaksanaan konsep ekonomi berbagi dapat dimulai dengan membuat platform dalam talian Business to Business (B2B) yang menawarkan untuk menyesuaikan dengan profesional dan majikan bebas. Dengan adanya platform dalam talian ini, klien projek dapat mencari pelbagai pakar dan profesional industri pembinaan dengan mudah.</li>

<p style="text-align: justify;">IPM telah memulakan inisiatif untuk mengumpulkan pakar dan profesional industri pembinaan di Malaysia sejak tahun 2016 dan sekarang kami mempunyai lebih daripada beratus rakan sekutu yang mendaftar dengan kami. <p style="text-align: justify;">The sharing economy has existed since ancient times. Practically, it has been practiced among close family members and friends. Nowadays, it emerges as one of the alternatives in maximizing the natural resource constraints, such as sharing economy introduced connecting the online and offline world through the source of the Internet in maximizing the existing assets and resources. The sharing economy generates values by matching these assets with consumers willing to pay for the services provided generated from the asset. The existing services such as accommodation from the hotels and transportation from the taxi have available outside of the formal hotel and taxi industry.</p>
<p style="text-align: justify;">Various start-ups by utilizing websites and applications such as in car sharing (Uber, GrabCar, Zipcar), peer-to-peer car sharing (Whipcar, RelayRides, SnappCar), personal and miscellaneous services (Airtime, GetMaid), bike sharing (Bixi, HZ Bike), movies (Netflix, Quickflix), peer-to-peer rental (Airbnb, Globetroopers) shows that the arising sharing economy platforms from time to time in current marketplace.</p>
<p style="text-align: justify;">Is sharing economy concept applicable in architectural and engineering consultancy services?</p>
<p style="text-align: justify;">Those who practise in the construction industry will not be strange with freelance architects or freelance engineers. Some of them carry the job title of the associate architect or associate engineer to practise as professionals. Freelancing is becoming more prevalent.</p>
<p style="text-align: justify;">Over the past five years, due to facing a shrinking labor market in providing more full-time jobs, Americans have opted to become freelancers. Between 2014 and 2018, 3.7 million more people have started freelance. To put that in perspective, that’s the equivalent of the entire population of Connecticut. According to the results of the FIA, there are now 56.7 million freelancers in America.</p>
<p style="text-align: justify;">It&#8217;s the time of the freelancer. Even with the challenges faced by freelancers (such as the unpredictability of income and lack of benefits), more and more workers are either totally quitting their traditional jobs in favor of a more flexible schedule or maintaining the security of a permanent position while freelancing on the side. With the numbers constantly growing, it makes sense that freelancers would eventually attract the interest of corporations. The following are the main reasons why companies love to hire freelancers.</p>
<p style="text-align: justify;"><strong>1. Specialized Skills and Expertise</strong><br />
Freelancers have always been stigmatized, and many claim that they are not as professional as their full-time counterparts. This is not true, especially as of late. Since freelancing provides freedom and flexibility that is difficult in typical 9-to-5 employment, many workers are turning to it as either their sole source of income or additional income. The talent pool is therefore increasing rapidly, meaning that people in different fields utilize their knowledge and expertise for freelancing jobs.</p>
<p style="text-align: justify;"><strong>2. Cost-Effectiveness</strong><br />
Companies are responsible for providing benefits to full-time employees, including health insurance, paid time off and sick leave, which are all expenses that the company has to pay. Freelancers are free agents, not the permanent employees of the company, so the employer does not need to provide benefits to freelancers. This is an advantage for employers, but a disadvantage for freelancers who lose their money whenever they take a vacation or get sick.</p>
<p style="text-align: justify;"><strong>3. Project-Based Work</strong><br />
A full-time employee is not necessarily required in all projects and tasks as projects are one-off assignments that have different start and end times throughout the year. Also, different skill sets may be needed in different projects which makes hiring one person full-time to complete them are not making sense. That&#8217;s where the freelancers shine.<br />
Implementation of sharing economy concept could be initiated by creating a Business to Business (B2B) online platform that offers to match freelance professionals and employers. With the existence of this online platform, project clients could source for various construction industry experts and professionals easily.</p>
<p style="text-align: justify;">IPM has started the initiative to pool the construction industry experts and professionals in Malaysia since the year 2016 and now we have more than hundreds of associates registered with us. <p style="text-align: justify;">A very inspiring talked conducted by Ar. Mumtazah binti Mustajab, who is an engaging architect in this special need architecture design and a mother to a young autistic child. She mentioned that autism is a disorder that should not be overlooked due to the exponential growth in recent years. Unfortunately, Malaysia has yet to pick up the pace to deliver feasible solutions to this issue.</p>

<p style="text-align: justify;">Personally, I had encountered and engaged with some autistic people. They have the disorder that disables them to interact and carry out daily life routine independently. They need special care and intervention whereby they are taught with skills that enable them to live independently. However, in Malaysia, there are little awareness regarding this disorder and having such non-typical offspring resulted in family confusion, disagreement and even fight.</p>
<p style="text-align: justify;">There are several obvious symptoms that resemble an autistic person. If we encounter such person, do show more patience and understanding towards them.</p>

<p style="text-align: justify;">With such non-typical behaviors, there are special needs that have to be delivered when designing their home. There are a few highlights of design consideration which are the stimulants, the age group and also the therapies. The stimulants should be taken seriously by the architect for the home of autistic.</p>
<p style="text-align: justify;">Environmental stimulants such as light, smell, noise and touch can be devastating if excessive (the scale at which most of the time is acceptable to the typical person) but will be helpful if they are trained to perceive and manage the stimulants.</p>
<p style="text-align: justify;"><u>Lighting</u> shall not be glaring and the slight flickering of lights should be avoided as this will affect their mood. The <u>color</u> decision also affects their performance like blue will bring calm and focus while red will bring out the energetic part of them. The visual <u>infographic</u> is also used to communicate with them better as some may not have good literacy. <u>Smell and noise</u> from the surrounding should be well controlled to enable them to focus in their learning environment. <u>Textures</u> of surrounding should also be emphasized and well thought as they need to be trained to perceive a different kind of touch sensation.</p>
<p style="text-align: justify;">Some other things to avoid are:</p>
<ol>
<li style="text-align: justify;"><strong>Hard edged corner</strong> &#8211; during meltdown period (where they lose their control over emotion and react aggressively without conscious or having fit), soft edge and soft surface reduce casualty.</li>
<li style="text-align: justify;"><strong>Complicated coloring scheme or pattern scheme</strong> &#8211; they are visually sensitive and will be distracted (for hours) for an out of norm design pattern. Only use glaring colors on those items that desired for their attention.</li>
<li style="text-align: justify;"><strong>Horizontal elements</strong> &#8211; horizontal elements like glass louvers or railing pattern will enable them to climb. Without the sense of danger, this will directly threaten the safety of the autistic.</li>
</ol>
<p style="text-align: justify;">Here are some advice and suggestion from the speaker:</p>
<ol>
<li style="text-align: justify;">Engage the child as a family (both father and mother). The child will be needing a complete family to grow and learn. There may be fights and disagreement between the spouse, but it should be done out of the child&#8217;s sight. Besides being a prevention of leaving scars and shadows within the child&#8217;s mind, the good behavior of parents (every part) will be mimicked by the child. Thus, the parents are as well as the mold of the child and what the child become is very dependable to the form of the parents provided.</li>
<li style="text-align: justify;">Always keep in mind to make the child ready to live independently (with minimal supervision). The child has to be equipped with basic skills to be independent. There will be a point whereby the parents will no longer capable of taking care of the child due to the cruelty of aging. With this impending reality, the parents need to slowly let go of their child and wish them the best. However, this is indeed very hard for the parents as our natural instinct is to love our child unconditionally.</li>
</ol>
<p style="text-align: justify;">However, most of the parents in Malaysia had yet to achieve this level of mindset whereby they are willing to let their kids leave and live alone. This is due to the current condition of the country unable to provide a suitable environment for the autistic adult to live and be consistently supervise. Thus, this leads to low confidence towards the child to be able to survive in the harsh world and also the acceptance of the community.</p>
<p style="text-align: justify;">Regardless of that, the possibility of letting the autistic to be independent may be achievable to have a small community of autistic friendly residential with attached healthcare facilities, personal and also professionals that could help and facilitate the autistics to carry out daily life activities, without the constant need of their parents to be around. Nonetheless, this will be a long journey and large efforts have to be committed to enable such feat to take off and benefit the autistics.</p>
<p style="text-align: justify;">From this lecture, I had gained a lot of insight. I hope through this afterthought sharing, I could contribute to the raising of awareness about this amazing group of people, with hidden potential and yet awaits to be discovered as gems of the world.</p>

<p style="text-align: justify;">Ceramah yang sangat memberi inspirasi oleh oleh Ar. Mumtazah binti Mustajab, yang merupakan seorang arkitek dalam reka bentuk seni bina bagi keperluan-keperluan khas dan seorang ibu kepada seorang anak kecil autistic. Beliau menyatakan bahawa gangguan autism adalah satu perkara yang tidak boleh diendahkan kerana terdapat peningkatan pertumbuhan beberapa tahun kebelakangan ini. Malangnya, Malaysia masih belum mengambil langkah yabg positif dalam mencari penyelesaian kepada isu ini.</p>

<p style="text-align: justify;">Secara peribadi, saya pernah berjumpa dan terlibat dengan beberapa orang autistic. Mereka mempunyai satu gangguan yang menghalang mereka dari berinteraksi dan menjalankan aktiviti seharian secara berdikari. Mereka memerlukan penjagaan khas di mana mereka diajar dengan kemahiran-kemahiran asas bagi membolehkan mereka hidup secara berdikari. Walaubagaimanapun, masih terdapat kekurangan kesedaran di Malaysia bagi gangguan penyakit ini dan memiliki anak yang luar biasa seperti ini menyebabkan kebimbangan keluarga, perselisihan pendapat dan pergaduhan.</p>
<p style="text-align: justify;">Terdapat beberapa simptom yang menyerupai seorang autistic yang boleh dikenalpasti dengan jelas. Jika kita terserempak dengan orang sebegini, cuba untuk bersikap dengan sabar dan memahami terhadap mereka.</p>

<p style="text-align: justify;">Dengan sikap mereka yang bukan tipikal, terdapat keperluan-keperluan khas yang perlu diketahui apabila merekabentuk rumah mereka. Terdapat beberapa keperluan rekabentuk yang perlu diketengahkan, iaitu, ciri rangsangan, kumpulan umur dan juga terapi-terapi berkaitan. Perkaraperkara rangsangan perlu diambil kira secara serius oleh arkitek untuk merekabentuk rumah autistik.</p>
<p style="text-align: justify;">Rangsangan sekitar seperti cahaya, bau, bunyi dan sentuhan yang berlebihan boleh memberi kesan buruk (pada skala di mana sebahagian besarnya boleh diterima oleh orang biasa) tetapi ianya boleh membantu jika mereka telah dilatih untuk mengendalikan rangsangan tersebut.</p>
<p style="text-align: justify;"><span style="text-decoration: underline;">Pencahayaan</span> tidak boleh terlalu silau dan kerlipan cahaya walaupun sedikit harus dielakkan kerana ianya akan mempengaruhi emosi mereka. Pemilhan <span style="text-decoration: underline;">warna</span> juga akan memberi kesan kepada prestasi mereka, seperti warna biru memberi ketenangan dan fokus, manakala warna merah akan membawa sifat bertenaga dalam diri mereka. <span style="text-decoration: underline;">Infografik</span> visual juga digunakan untuk berkomunikasi dengan mereka dengan lebih baik kerana sebilangannya mungkin tidak mempunyai perhubungan Bahasa yang baik. <span style="text-decoration: underline;">Bau dan bunyi</span> persekitaran harus dikawal dengan baik bagi membolehkan mereka fokus dalam persekitaran pembelajaran mereka. <span style="text-decoration: underline;">Tekstur</span> persekitaran juga harus ditekankan dan difikirkan dengan baik kerana mereka perlu dilatih untuk merasakan kesan sentuhan yang berbeza.</p>
<p style="text-align: justify;">Beberapa perkara yang perlu dielakkan adalah:</p>

<li><strong>Bucu tajam</strong> – ketika mereka dalam keadaan yang tidak terkawal (disebabkan gangguan emosi dan bertindak agresif tanpa sedar), bucu yang tidak tajam dan permukaan yang lembut dapat mengurangkan kecederaan.</li>
<li><strong>Skema warna atau corak yang rumit</strong> – mereka selalunya sensitif terhadap visual dan akan terganggu (berjam-jam) disebabkan rekabentuk corak yang luar biasa. Warna-warna terang Cuma digunakan pada barang-barang yang memerlukan perhatian mereka.</li>
<li><strong>Elemen melintang</strong> – elemen-elemen secara melintang seperti kekisi kaca dan corak pagar akan menggalakkan mereka memanjat. Tanpa sebarang rasa bahaya, ini akan membahayakan keselamatan mereka.</li>

<p>Berikut adalah nasihat dan cadangan daripada penceramah:</p>

<li>Penglibatan anak sebagai ahli keluarga (kedua-dua ibu bapa). Anak tersebut memerlukan keluarga yang lengkap untuk membesar dan belajar. Mungkin akan terdapat pergaduhan dan perselisihan pendapat antara suami isteri, namun ia perlu dijauhkan dari visual anakanak. Selain mengelakkan dari memberi pengalaman buruk kepada minda anak-anak, perlakuan ibu bapa yang baik (setiap tingkah laku) akan ditiru oleh anak tersebut. Jadi, selain ibu bapa sebagai acuan mereka sendiri dan apa yang berlaku terhadap mereka nanti sangat bergantung kepada pembentukan keperluan ibu bapa itu sendiri.</li>
<li>Sentiasa ingat untuk menjadikan anak itu bersedia untuk hidup secara berdikari (dengan pemerhatian yang minimum). Anak tersebut perlu dilengkapi dengan kemahiran asas untuk berdikari. Akan sampai suatu masa di mana ibu bapa tidak mampu lagi untuk menjaga mereka disebabkan umur yang lanjut. Dengan reality ini, ibu bapa harus melepaskan anak mereka dan membiarkan mereka hidup sendiri. Namun begitu, perkara ini bukanlah sesuatu yang mudah bagi ibu bapa itu sendiri kerana naluri mereka menyayangi anak tanpa batasan.</li>

<p style="text-align: justify;">Walaubagaimanapun, kebanyakan ibu bapa di Malaysia masih belum dapat mencapai pemikiran sebegini di mana mereka sanggup melepaskan anak mereka hidup sendirian. Ini adalah disebabkan keadaan negara yang masih belum mempu untuk menyediakan persekitaran yang sesuai untuk austistik dewasa untuk hidup dan diperhati secara konsisten. Oleh itu, ini menyebabkan anak-anak tersebut kurang berkeyakinan untuk hidup dalam dunia yang kurang prihatin dan juga tahap penerimaan masyarakat.</p>
<p style="text-align: justify;">Namun begitu, kemungkinan untuk golongan autistik berdikari boleh dicapai jika wujudnya komuniti kecil bagi perumahan mesra autistik dengan kemudahan pusat penjagaan yang berhampiran, penjaga persendirian dan profesional yang dapat membantu dan menyelia autistik tersebut untuk menjalani aktiviti kehidupan seharian tanpa kehadiran ibu bapa mereka. Meskipun demikian, ianya akan menjadi satu perjalanan yang panjang dan satu usaha besar harus dilakukan dan komited untuk menjayakanya dan akhirnya memberi manfaat kepada golongan autistik.</p>
<p style="text-align: justify;">Daripada ceramah ini, saya telah mendapat banyak inspirasi. Saya harap melalui perkongsian ini, saya dapat memberikan sumbangan untuk meningkatkan kesedaran mengenai kumpulan orang yang luar biasa ini, dengan potensi yang masih tersembunyi dan menunggu untuk dikenali sebagai permata dunia.</p>

<p style="text-align: justify;">Bidang seni bina lanskap merangkumi kesemua reka bentuk dan struktur di lanskap. Skopnya meliputi softscape, hardscape, lightscape, waterscape serta pengairan dan saliran.</p>
<p style="text-align: justify;">Senibina landskap mula berakar umbi di Malaysia kira-kira 30 tahun yang lalu ketika graduan muda dari AS dan UK kembali dengan Ijazah di dalam Landskap Senibina. Ada yang memulakan amalan mereka sendiri, sementara yang lain menubuhkan Jabatan Senibina Landskap di universiti tempatan. Landskap Arkitek (LA) di Malaysia ditadbir di bawah Institut Landskap Arkitek Malaysia (ILAM) pada tahun 2016 yang mempunyai hampir 250 ahli korporat dengan pengenalan &#8220;LAr.&#8221;</p>
<p style="text-align: justify;">Dengan beberapa persamaan, ruang lingkup arborikultur merangkumi amalan dan kajian penjagaan pokok dan tanaman berkayu lain di lanskap. Umumnya, arborists adalah mereka yang berpengetahuan dalam bidang arborikultur dan berasal dari pelbagai latar belakang pendidikan seperti Perhutanan, Pertanian, Hortikultur dan Senibina Landskap.</p>

<p style="text-align: justify;">Dalam senario yang ideal, LA bekerjasama bersama CA di dalam merancang ruang tumbuh dan merawat pokok bandar. Dengan kepakaran individu ia dapat menghasilkan pokok yang sihat tumbuh di persekitaran yang kondusif untuk jangka masa panjang. Secara keseluruhan, usaha berpasukan di dalam memastikan pendekatan yang lestari dipatuhi adalah cara maju untuk pohon yang kuat di persekitaran kita.</p>

<p style="text-align: justify;">Field of <strong>landscape architecture</strong> encompasses all designs and structures in the landscape. The scope covers softscape, hardscape, lightscape, waterscape as well as irrigation and drainage.</p>
<p style="text-align: justify;"><strong>Landscape architecture</strong> started taking roots in Malaysia about 30 years ago when young graduates from both US and UK came back with Degree in Landscape Architecture. Some started their own practices while others initiated the Department of Landscape Architecture in local universities. Landscape Architects (LA) in Malaysia are administered under Institut Landskap Arkitek Malaysia (ILAM) which by 2016 has close to 250 corporate members with the ‘LAr.’ identification.</p>
<p style="text-align: justify;">With some similarities, the scope of arboriculture covers the practice and study of the care of trees and other woody plants in the landscape. Generally, arborists are those knowledgeable in the field of arboriculture and come from various education background such as Forestry, Agriculture, Horticulture and Landscape Architecture, just to name a few.</p>

<p style="text-align: justify;">Dunia berkembang dengan pesat. Tren mega global memicu industri pembinaan dengan peningkatan populasi, permintaan yang lebih tinggi untuk perumahan yang berpatutan, pengangkutan, dan infrastruktur utiliti. Seperti mana peralihan pasang surut, bagaimana industri menghadapi cabaran dengan membina asas digital yang kukuh melalui usaha kolaboratif, industri pembinaan meneruskan revolusi, Revolusi Industri ke-4. Revolusi tidak hanya terhad kepada industri pembinaan, tetapi ia juga transformasi dengan automasi, pertukaran data, Cloud, Big Data, AI, Internet of Things (IoT) dan (semi-) teknik industri autonomi untuk mewujudkan industri pintar dan penghasilan matlamat di dalam perhubungan manusia, teknologi baru dan inovasi.</p>
<p style="text-align: justify;">Industri 4.0 didorong oleh transformasi digital, merangkumi teknologi dan potensi transaksi data untuk meningkatkan prestasi industri. Kebangkitan era digital di dalam Persekitaran Binaan memungkinkan penyatuan teknologi di dalam industri lain yang mewujudkan saling kendali, virtualisasi, desentralisasi, keupayaan masa &#8211; nyata, orientasi perkhidmatan, dan modulariti. Pengenalan Sistem Bangunan Berindustri (IBS), pembentukan Pemodelan Maklumat Bangunan (BIM), integrasi Realiti Bertambah (AR) dan realiti maya (VR), asimilasi Kenderaan Udara Tanpa pemandu (UAV) telah memberikan tafsiran yang berbeza mengenai Persekitaran Binaan kepada orang ramai.</p>
<p style="text-align: justify;">Digitalisasi di dalam Persekitaran Binaan telah meningkatkan prestasi pembinaan. IBS tidak lagi mengeluarkan komponen tertentu tetapi kini dapat memasang unit modular di luar lokasi. BIM kini tidak terbatas pada pemodelan dimensi sahaja tetapi modelnya kini dapat dipersembahkan di dalam pelbagai platform yang dapat disatukan dengan pelbagai peranti digital. AR dan VR tidak hanya istimewa untuk reka bentuk sahaja, tetapi konsep ini juga diterapkan dalam tujuan pendidikan dan latihan Persekitaran Binaan. Digitalisasi akan mengubah hampir semua perkara, yang membolehkan industry ini melangkah ke kaedah terbaru yang terbukti inovatif.</p>
<p style="text-align: justify;">Industri pembinaan Malaysia sedang bergerak maju, walaupun pada kadar perlahan. Konsep digitalisasi baru sahaja diterima di negara ini. Industri pembinaan Malaysia berada dalam tempoh peralihan, berubah dari teknologi analog kepada integrasi digital. Namun, kesediaan pihak berkepentingan dari segi kewangan, model bisnis, perancangan organisasi, operasi, dan penyelenggaraan serta komitmen pihak atasan menghalang penerapan digitalisasi. Kini, usia digital semakin meningkat, kita sama ada menerima tren mega untuk maju atau berisiko ditinggalkan.</p>

<p style="text-align: justify;">The world is changing fast. The global megatrends are triggering the <strong>construction industry</strong> with increasing population, higher demand in affordable housing, transportation and utility infrastructure. With a tidal shift in how the industry faces the challenges by building solid digital foundation through collaborative endeavour, the construction industry pursues its revolution, the 4th Industry Revolution. The revolution is not only limited to construction industry, it is a transformation with automation, data exchanges, Cloud, Big Data, AI, Internet of Things (IoT) and (semi-)autonomous industrial techniques to realise smart industry and manufacturing goals in the intersection of people, new technologies and innovation.</p>
<p style="text-align: justify;">The Industry 4.0 is driven by digital transformation, embracing technologies and the potential data transaction in order to improve the industry performance. The digital awakening in the <strong>Built Environment</strong> allows integration of technologies in other industries which create interoperability, virtualisations, decentralisation, Real-Time capability, service orientation and modularity. The introduction of Industrialised Building System (IBS), establishment of Building Information Modelling (BIM), integration of Augmented Reality (AR) and Virtual Reality (VR), assimilation of Unmanned Aerial Vehicle (UAV) has given a different interpretation of Built Environment to the public.</p>
<p style="text-align: justify;"><strong>Digitalisation in Built Environment</strong> has optimised the construction performance. IBS no longer manufactures specific components but it is now able to assemble modular units off site. BIM is now not limited to Dimensional modelling only but the model can now be presented in different platforms which can be integrated with various digital devices. AR and VR are not only privileged for game design, but the concept is implemented in Built Environment education and training purposes too. Digitalisation will change almost everything, which enables the industry to leapfrog to the latest, proven innovative method.</p>
<p style="text-align: justify;">The <strong>Malaysian construction industry</strong> is moving forward, albeit in a slower pace. Digitalisation concept has just been accepted in the country. The Malaysian construction industry is in a transition period, transforming from analogue technology to digital integration. However, the readiness of the stakeholders in terms of financial, business model, organisation planning, operation and maintenance as well as top management’s commitment are hindering the digitalisation adoption. Still, the age of digital is upon us, we either accept the megatrend to move forward or risk being left behind.</p>

<p style="text-align: justify;">Industri pembinaan digesa untuk bersedia bagi menerima pakai ‘<em>industrialised building system</em>’ (IBS) dalam jangka masa tiga tahun sebelum ia dikuatkuasakan secara wajib, adalah kenyataan yang dikeluarkan daripada Timbalan Perdana Menteri, Datuk Seri Dr Ahmad Zahid Hamidi pada Julai 2017. Mesyuarat jawatankuasa tinggi Pelaksanaan Penggunaan IBS Secara Wajib telah diadakan untuk mengkaji cadangan bagi menjadikan IBS sebagai satu undang-undang wajib dengan mengubah UBBL sedia ada.</p>
<p style="text-align: justify;">Menurut CEO IJM Corporation Berhad dan Pengarah urusan, Datuk Soam Heng Choon dalam Forum Economi NCCIM 2017, kesemua ‘<em>development orders</em>’ (DO) bagi projek-projek yang melebihi daripada 50,000 meter persegi dalam kawasan Lembah Klang perlu memperoleh 50 skor IBS menjelang tahun 2018. Buat masa ini, penggunaan IBS adalah berada pada tahap 35% dan dijangka mencapai 50% menjelang tahun 2018. Beliau juga berseuju bahawa penggunaan system tersebut perlu dilaksanakan secara berkala dan pujukan yang meyakinkan perlu untuk menyingkirkan tenaga buruh murah, pengurangan sisa serta pembersihan jalan dan tapak bina. Sebagai usaha untuk meningkatkan penggunaan IBS di Malaysia, CIDB berhasrat untuk menambah 100 pengeluar IBS baru menjadikan jumlah 300 pengeluar menjelang tahun 2020 dengan memperkenalkan pelbagai jenis insentif di bawah ‘<em>Construction Industry Transformation Programme</em>’ (CITP), 2016 – 2020.</p>
<p style="text-align: justify;">Pelaksanaan IBS adalah digalakkan kerana kelebihannya yang bertentangan dengan pembinaan konvensional dan kaedah pembinaan. Kelebihan IBS termasuklah jangka masa pembinaan yang pendek, pengurangan sisa binaan, peningkatan keselamatan dan kekemasan tapak bina serta kesan cuaca yang lebih rendah ketika proses pembinaan. Dengan adanya kelebihan-kelebihan ini, pelaksanaan IBS dipercayai akan membawa kepada persekitaran yang lebih hijau dan memberi faedah kepada peradaban yang lebih baik.</p>
<p style="text-align: justify;">Walaupun terdapat banyak kelebihan yang dibawa oleh IBS, terdapat sebilangan pemain industri meragui pelaksanaan IBS secara praktikal di Malaysia. Pengarah Kumpulan First Nationwide Group, Tan Sri Teo Chiang Kok melihat penggunaan IBS perlu dilaksanakan seiring dengan kecekapan dan keberkesanan proses pembangunan hartanah. Tan Sri Teo menyatakan bahawa kecekapan dalam pembinaan fizikal bangunan tidak ada gunanya jika proses perakuan dan CCC mengambil bertahun-tahun untuk diselesaikan. ‘<em>Real Estate and Housing Developers Association Malaysia</em>’ (REHDA) Presiden Datuk Seri FD Iskandar juga memaklumkan bahawa terdapat banyak isu-isu yang berkaitan dengan penggunaan IBS yang masih dipersoalkan, termasuklah kos mesin yang tinggi dan kemahiran pekerja akibat kekangan skala ekonomi yang rendah, perspektif negative terhadap kualiti IBS dan persediaan kepakaran pekerja dalam penggunaan sistem ini. Tambahan lagi, ‘<em>Malaysia Investment Development Authority</em>’ (MIDA) juga menyedari kelemahan akan penggunaan IBS ketika EXPO Perumahan IBS 2016. Kelemahan-kelemahan tersebut termasuklah kos persediaan awal IBS yang tinggi, keengganan akan perubahan baru, tahap komponen IBS yang rendah, persepsi negatif terhadap IBS, ketersediaan tenaga kerja yang murah, kekurangan kerjasama dalam peringkat rekabentuk, pembangunan modal insan yang lemah dan kekurangan jumlah dan permintaan yang mampan.</p>
<p style="text-align: justify;">Berbagai langkah dan inisiatif telah diambil oleh kerajaan, CIDB, MIDA, dan organisasi pihak berkuasa yang lain untuk mengatasi tantangan ini bagi menggalakkan penggunaan IBS. Antara langkah-langkah yang telah diambil adalah, menganjurkan program kesedaran yang komprehensif, memberi insentif kerajaan, menyusun semula program latihan IBS, menjalankan penyelidikan dan pembangunan IBS dan mempromosikan pembangunan lestari dan pembinaan hijau.</p>
<p style="text-align: justify;">Penggunaan IBS secara keseluruhan di Malaysia bukanlah perjalanan yang mudah. Kelebihan-kelebihan teori penggunaan mudah untuk dibicarakan, namun kecekapan secara praktikal dan keberkesanan IBS itu sendiri masih dipersoalkan oleh kebanyakan pemain industry. Bagi meningkatkan penggunaan IBS diterima pakai di Malaysia, pihak kerajaan hendaklah mengkaji secara menyeluruh tentang faedah sebenar kepada industri dan dalam pada msa yang sama mempertingkatkan aspek-aspek lain industri pembinaan dan bangunan, contohnya mengenai tempoh proses kelulusan yang lama. Dengan itu, penggunaan IBS secara menyeluruh akhirnya akan menjadi realiti dan membawa Malaysia ke arah yang lebih baik.</p>

<p style="text-align: justify;">The construction industry was urged to get ready and prepare to adopt the industrialised building system (IBS) within three years before it is made mandatory, a statement revealed by Malaysia Deputy Prime Minister, Datuk Seri Dr Ahmad Zahid Hamidi in July 2017. A high level committee meeting on Enforced Implementation of IBS Usage in the Construction Industry was held to study the proposal to make the IBS compulsory through the legislation of laws, by amending the current UBBL. The statement brought a strong message to the industry players, which include developers, consultants, contractors, manufacturers, suppliers and other stakeholders, to furnish themselves with necessary knowledge and resources of IBS before getting eliminated by the changes of policies.</p>
<p style="text-align: justify;">According to IJM Corporation Berhad’s CEO and Managing Director, Datuk Soam Heng Choon in the NCCIM Economic Forum 2017, all development orders (DO) for projects that are more than 50,000 square meter from the Greater Klang Valley must obtain an IBS score of 50 by year 2018. Currently the IBS adoption is at a level of 35% and expected to achieve 50% by year 2018. He also opted that the adoption must be implemented gradually and some persuasive compulsions are required to eliminate the cheap labour, to reduce waste, and to have clean roads and sites. As an effort to boost the usage of IBS in Malaysia, CIDB aims to increase 100 new IBS manufacturers to a total of 300 by year 2020 by introducing various types of incentives under the Construction Industry Transformation Programme (CITP), 2016 – 2020.</p>
<p style="text-align: justify;">IBS implementation is encouraged due to its advantages against the conventional construction and building methods. The advantages of IBS include shorter construction time, cost saving, low labour dependence, better finish product quality, optimum material usage, waste reduction, increase of site safety and neatness, and lower weather impact to construction progress. With these advantages, the implementation of IBS is believed to lead to a greener environment and bring to the benefit of better civilisation.</p>
<p style="text-align: justify;">Despite the undeniable benefits brought by IBS, some industry players doubt the practical implementation of IBS in Malaysia. First Nationwide Group Director, Tan Sri Teo Chiang Kok viewed that the IBS adoption must be executed in line with the efficiency and effectiveness of property development processes. Tan Sri Teo gave example that being efficient in constructing the physical building only is pointless if the approval processes and CCC took years to complete. Real Estate and Housing Developers Association Malaysia’s (REHDA) President Datuk Seri FD Iskandar also claimed that a lot of issues related to the IBS adoption are still questionable, including the high cost of machinery due to low economies of scale, negative perception on the quality of IBS and workers skills in preparation for the adoption. In addition, Malaysia Investment Development Authority (MIDA) also recognised the shortcomings of IBS adoption during the IBS Housing EXPO 2016. The shortcomings include the high initial IBS setup cost, reluctance to change, low standardisation of IBS components, negative perception on IBS, availability of cheap labour, lack of integration in design stage, poor human capital development, and lack of sustainable volume and demand.</p>
<p style="text-align: justify;">Various measures and initiatives have been taken by the Government, CIDB, MIDA, and other Government related organisations to overcome these challenges to promote IBS adoption. Among measures taken are organising comprehensive awareness programs, providing Government incentives, restructuring IBS training programs, conducting research and development for IBS, and promoting sustainability development and green construction. The proposed measures are expected to increase the confidence of industry players to participate actively in adopting IBS and ultimately lead to 100% adoption of IBS in construction and building industry.</p>
<p style="text-align: justify;">The full adoption of IBS in Malaysia is not an easy journey. Theoretical benefits of IBS adoption are easy to be told but the practical efficiency and effectiveness of the IBS are still very questionable for most of the industry players. In order to increase the adoption of IBS in Malaysia, the Government shall study thoroughly on the real benefits brought to the industry and improve concurrently on other aspects of construction and building industry, e.g. the lengthy approval processes. By that, full adoption of IBS will eventually be a reality and lead to a better Malaysia.</p>
