<p style="text-align: justify;">Sektor pembinaan Malaysia telah jatuh secara drastik sejak suku tahun ketiga tahun 2018, selepas kerjaan Malaysia membuat keputusan untuk menangguhkan beberapa projek-projek infratruktur mega untuk disemak semula, termasuklah <em>‘East Coast Rail Link’ (ECRL), ‘Kuala Lumpur-Singapore High Speed Rail’ (HSR), ‘Mass Rapid Transit Line 3’ (MRT3) dan ‘Light Rail Transit 3’</em> (LRT3). Kadar pertumbuhan GDP telah jatuh daripada (Q3 18) kepada 2.6% (Q4 18) (Jabatan Perangkaan Malaysia, 2019) disebabkan isu pembinaan tersebut. Walaubagaimanapun, keadaan dilihat kembali pulih selepas beberapa pengumuman dibuat oleh Kerajaan baru-baru ini.</p>
<p style="text-align: justify;">Selepas rundingan dibuat dengan China Communication Construction Company (CCCC) iaitu kontraktor utama ECRL selama beberapa bulan, Kerajaan membuat pengumuman bahawa projek tersebut akan disambung semula dengan kos pembinaan yang lebih rendah iaitu RM 44 billion berbanding RM66 bilion sebelumnya. Walaupun kos pembinaan telah diturunkan, kebangkitan semula ECRL telah bertindak sebagai pemangkin kepada seluruh sektor pembinaan Malaysia. Syarikat-syarikat pembinaan tempatan dijamin dengan kadar penyertaan projek yang tinggi, daripada 30% kepada 40%. Pembekal bahan pembinaan tempatan juga dijangka mendapat kelabihan daripada pemulihan projek ECRL tersebut.</p>
<p style="text-align: justify;">Selain daripada project ECRL, Perdana Menteri Malaysia Tun Dr. Mahathir Mohamad juga membuat pengumuman bahawa projek Bandar Malaysia yang ditinggalkan akan dihidupkan semula. Satu perjanjian rangka kerja telah dimeterai antara Malaysia sak Kerajaan China ketika lawatan kerja Tun Dr. Mahathir ke China baru-baru ini (“Bandar Malaysia Kembali Bergerak”, 2019). Pembangunan seluas 196 hektar itu dianggarkan menjadi penyumbang Nilai Pembangunan Kasar Malaysia sebanyak RM 200 bilion.</p>
<p style="text-align: justify;">Selain menghidupkan kembali dua projek infrastruktur mega, pelantikan perunding penasihat teknikal telah dirancang untuk mengkaji aspek teknikal bagi projek HSR juga telah meningkatkan harapan kebangkitan semula projek tersebut. Kerajaan mengharapkan perunding penasihat teknikal yang akan dilantik untuk mengkaji dan mengesahkan aset infrastruktur Malaysia dan dapat mengusulkan cadangan pengurangan kos untuk projek tersebut sebelum tempoh akhir penggantungan pada Mei 2020 (Shankar, 2019).</p>
<p style="text-align: justify;">Bank dunia menyatakan bahawa pemulihan ECRL dan projek Bandar Malaysia akan memberi impak yang positif kepada ekonomi Malaysia dalam jangka masa yang tidak lama (Bernama, 2019). ‘<em>Hong Leong Investment Bank Research</em>’ juga menjangkakan bahawa keadaan terburuk bagi sektor pembinaan Malaysia telah berakhir dengan menghidupkan semula projek ECRL (Ho, 2019). CIMB Research menganggarkan nilai potensi kerja-kerja pembinaan dibentuk dari pemulihan projek Bandar Malaysia adalah di antara RM 5 bilion dan RM 6 bilion. Syarikat pembinaan tempatan, terutamanya kontraktor dan pembekal bahan binaan dilihat akan mendapat kelebihan besar dari pengenalan projek bandar bawah tanah, taman rakyat, 10,000 rumah mampu milik dan pembangunan-pembangunan lain di bawah projek Bandar Malaysia (Zainul, 2019).</p>
<p style="text-align: justify;">Senario terburuk sektor pembinaan kelihatan sudah berakhir, namun masih tidak dapat dijangka jika sektor ini akan kembali asal seperti tempoh sebelum Pilihan Raya Umum 14. Industri ini diramalkan akan terus mencabar dalam jangka pendek kerana margin normal pembinaan yang sempit, yang disebabkan oleh persaingan pasaran yang lebih tinggi dan bajet kerajaan yang terhad (Ho, 2019).</p>
<p style="text-align: justify;">Kesimpulannya, sector pembinaan Malaysia dijangka akan kembali positif selepas projek ECRL dan Bandar Malaysia kembali bergerak. Peningkatan permintaan berkaitan pembinaan diharapkan dapat memberi keseimbangan kepada sumber pembinaan yang banyak di negara ini dan akhirnya membawa sektor pembinaan keluar dari situasi terburuk dalam jangka masa yang cepat.</p>

<p>Malaysia construction sector had dropped dramatically since third quarter of 2018, after the new Malaysia Government decided to put on hold a few of the mega infrastructure projects for reviewing, including East Coast Rail Link (ECRL), Kuala Lumpur-Singapore High Speed Rail (HSR), Mass Rapid Transit Line 3 (MRT3), and Light Rail Transit 3 (LRT3). The GDP growth rate due to construction had then been dropped from 4.6% (Q3 18) to 2.6% (Q4 18) (Department of Statistics Malaysia, 2019). However, the situation seems to have revived after a few important announcements made by the Government recently.</p>
<p>After months of negotiation with China Communication Construction Company (CCCC), the main contractor of ECRL, the Government had announced that the project would be revived with a lower construction cost of RM 44 billion compared to RM 66 billion previously. Although the construction cost had been lowered, the revival of the ECRL has acted as a catalyst to the whole Malaysia construction sector. Local construction companies are guaranteed with higher participation rate in the project, from 30% to 40%. Local construction material suppliers are also expected to be benefited from the resumption of the ECRL project.</p>
<p>Besides the ECRL project, Malaysia Prime Minster Tun Dr. Mahathir Mohamad had also announced that the shelved Bandar Malaysia project would be revived. A framework agreement had been inked between Malaysia and China Government during the Tun Dr. Mahathir’s working visit to China recently (“Bandar Malaysia Back on Track”, 2019). The 196 hectare of development had estimated to bring Malaysia a Gross Development Value of RM 200 billion.</p>
<p>In addition to the revival of two mega infrastructure projects, the planned appointment of technical advisory consultant to review the technical aspects for HSR project had also sparked the hope of revival of the project. Government expected the later-appointed technical advisory consultant to review and validate the proposed infrastructure assets within Malaysia, and able to deliver cost reduction proposals for the project before the end of suspension period in May 2020 (Shankar, 2019).</p>
<p>World Bank opted that the revival of ECRL and Bandar Malaysia project will bring positive impact to Malaysia economy in the medium term (Bernama, 2019). Hong Leong Investment Bank Research also expected that the worst is over for Malaysia construction sector with the revival of the ECRL project (Ho, 2019). CIMB Research estimated the potential construction works value created from the revival of Bandar Malaysia would be between RM 5 billion and RM 6 billion. The local construction company, specialty contractors and building material suppliers are likely to be the major beneficiaries from the introduction of underground city, people’s park, 10,000 affordable homes and other developments under the Bandar Malaysia project (Zainul, 2019).</p>
<p>The worst scenario of the construction sector seems over, but it is not expected that the sector would back to where it was during the period before General Election 14. The industry is foreseen remain challenging in short term due to narrowed normalized construction margin, which would be caused by fierier market competition and tightened government budget (Ho, 2019).</p>
<p>Overall, the Malaysia construction sector is expected to back on positive track after the resumption of ECRL and Bandar Malaysia project. The increased construction related demands are hopefully to balance the overwhelmed construction resources in the country, and eventually bring the construction sector out from the worst in the fastest possible pace.</p>

<p style="text-align: justify;">Bagi melaksanakan dan mempertingkatkan pengetahuan perusahaan pembinaan dengan lebih baik, industro pembinaan juga perlu untuk melangkah maju dengan perkembangan teknologi maklumat. Maklumat-maklumat perusahaan adalah satu proses di mana mereka menggunakan teknologi maklumat yang moden untuk mempertingkatkan tahap penghasilan dan kecekapan, pengurusan dan kebolehan membuat keputusan melalui penggunaan sumber maklumat secara meluas dan seterusnya dapat meningkatkan kecekapan ekonomi dan daya saing secara berterusan.</p>
<p style="text-align: justify;"><strong>‘Building Information Modeling’ (BIM) </strong></p>
<p style="text-align: justify;">BIM adalah model maklumat multidimensi berdasarkan model geometri tiga dimensi. Teknologi BIM adalah sangat penting bagi pengetahuan industri diikuti oleh teknologi ‘<em>Computer Aided Design</em>’ (CAD). Penggunaan teknologi BIM memberikan paparan yang lebih intuitif, membantu komunikasi antara pemilik, pereka dan bahagian pembinaan, meningkatkan penyampaian projek dengan jelas dan menggalakkan perkembangan teknologi maklumat dalam industri pembinaan.</p>
<p style="text-align: justify;"><strong>Pengkomputeran Mudah Alih</strong></p>
<p style="text-align: justify;">Pengkomputeran Mudah Alih adalah teknologi baharu yang telah timbul bersama dengan perkembangan teknologi seperti komunikasi mudah alih, internet, pangkalan data, dan pengkomputeran. Ia membolehkan pengguna untuk menggunakan komputer tablet, telefon pintar, dan lain-lain peranti untuk kemasukan data, melayari dan mempersoalkan sesuatu fungsi secara tanpa wayar. Ia amat membantu untuk meningkatkan kecekapan perhubungan maklumat dan memastikan maklumat dikemaskini dalam keadaan yang tertib. Ini telah mengubah cara bekerja yang kurang cekap yang pernah hanya direkodkan dalam buku nota dan dikembalikan semula ke pejabat. Teknologi komputer juga boleh diaplikasikan untuk mecipta ruang maya di mata pengguna bagi mereka merasa berada dalam kehidupan sebenar, agar kakitangan yang terlibat dapat merasa pengalaman kemudahan yang dirancang secara maya serta membolehkan mereka membuat keputusan atau perubahan sebelum pembinaan dimulakan.</p>
<p style="text-align: justify;"><strong>Persekitaran yang Kolaboratif</strong></p>
<p style="text-align: justify;">Persekitaran yang kolaboratif selalunya merujuk kepada sistem yang digunakan untuk bekerja bersama antara rangkaian, organisasi sokongan dan profesional. Berguna, tepat dan berinformasi dapat disediakan kepada pelanggan pada bila-bila masa dan dimana-mana sahaja untuk pengurusan tapak, kemudahan pengumpulan data, dan persoalan-persoalan data dalam bidang tersebut. Dengan kemudahan sumber maklumat secara efektif, kecekapan bekerja secara kolaboratif di antara semua pihak dapat ditingkatkan dalam pada masa yang sama dapat mengurangkan kos dan mengukuhkan keupayaan mengawal hasil kerja pihak kontraktor.</p>
<p style="text-align: justify;"><strong>Pengkomputeran ‘Cloud’</strong></p>
<p style="text-align: justify;">Pengkomputeran ‘<em>Cloud</em>’ adalah kemudahan penyediaan mengikut kehendak semasa, mudah diskalakan dan sering memaparkan pelbagai maklumat di Internet. Ia mudah diakses secara global dalam pangkalan data yang meluas. Pengkomputeran ‘<em>Cloud</em>’ merupakan satu paradigma kepelbagaian teknologi maklumat yang mencipta aplikasi berkualiti tinggi (seperti program simulasi) di Internet, di mana ianya dapat membantu menyatukan pelbagai pengurusan berjadual secara atas talian; membolehkan unit aplikasi menyewa perisian berdasarkan sesuatu projek; membantu perkongsian maklumat melalui pihak ketiga; dan membantu pasukan projek. Sebagai contoh dalam industri pembinaan, kos projek memerlukan satu pusat analisis data – indeks ‘cloud’ mengoperasikan teknologi pengkomputeran ‘<em>cloud</em>’ yang dapat membantu syarikat pembinaan melaksanakan pembangunan maklumat dengan baik. Dengan cara ini, syarikat-syarikat pembinaan mampu untuk membina pangkalan data mereka sendiri dan menggalakkan perkongsian maklumat dalam industri pembinaan. Aplikasi teknologi maklumat telah digunapakai dalam pengurusan projek, rekabentuk, pembinaan, konsultansi kejuruteraan dan lain-lain secara meluas.</p>
<p style="text-align: justify;">Dengan perkembangan teknologi maklumat yang pesat, teknologi maklumat dalam industri pembinaan juga turut berkembang dengan pantas. Pemegang-pemegang saham industri pembinaan perlu sentiasa peka dalam perkembangan teknologi maklumat dalam syarikat-syarikat pembinaan bagi mengelakkan situasi pemberhentian berlaku. <p style="text-align: justify;">In order to better implement and improve the informatization of construction enterprises, the construction industry must also keep pace with the development of information technology. Enterprise informatization is a process in which enterprises use modern information technology to continuously improve the efficiency and level of production, operation, management, and decision-making through in-depth development and extensive use of information resources, thereby improving the economic efficiency and competitiveness of enterprises.</p>
<p style="text-align: justify;"><strong>Building Information Modeling (BIM)</strong></p>
<p style="text-align: justify;">BIM is a multidimensional information model based on three-dimensional geometric model. BIM technology is the most important new technology for industry informatization following Computer Aided Design (CAD) technology. The application values of BIM technology are providing a more intuitive display, facilitating the communication between the owner, the designer and the construction party, significantly improving the delivery of the project, and promoting the development of information technology in the construction industry.</p>
<p style="text-align: justify;"><strong>Mobile Computing</strong></p>
<p style="text-align: justify;">Mobile computing is a new technology that has emerged with the development of technologies such as mobile communications, the Internet, databases, and distributed computing. It enables users to use tablet computers, smart phones, and other devices to implement an information entry, browsing, and query functions in a wireless environment. It helps to greatly increase the efficiency of information transmission and ensure that information is updated in a timely manner. This has changed the inefficient working methods that used to be recorded in the field with a notebook and returned to the office. Computer technology can also be applied to generate a virtual environment in front of the user&#8217;s eyes to make people feel like there is real life, so that relevant personnel can experience the designed facilities in the virtual environment and make decisions or changes before the construction begins.</p>
<p style="text-align: justify;"><strong>Collaborative Environment</strong></p>
<p style="text-align: justify;">Collaborative environment mainly refers to systems that are used to work collaboratively between networks, supporting organizations and professionals. Useful, accurate, and timely information can be provided to any customer at any time and any place for on-site management, facilitating the collection of data and querying of data in the field. By facilitating the effective use of information resources, the efficiency of collaborative work among participants can be increased while reducing the costs and strengthening the control capability of general contractors.</p>
<p style="text-align: justify;"><strong>Cloud computing</strong></p>
<p style="text-align: justify;">Cloud computing is the provision of on-demand, easily scalable, and often virtualized resources over the Internet. It is able to access globally dispersed databases. Cloud computing is a multifunctional information technology paradigm that develops high-end applications (such as simulations) on the Internet, which is able to support a unified Internet-based schedule management platform; enable application units to rent software on a project basis; support access to the same information through third-party platforms; and assist project teams. For example, in the construction industry, the project cost needs big data analysis platform &#8211; the index cloud operates cloud computing technology, which can help construction companies better implement the development of informatization. With that, construction companies are able to build their own databases and promote the sharing of information in the construction industry. Information technology application has been widely applied in project management, design, construction, engineering consulting services, etc.</p>
<p style="text-align: justify;">With the rapid development of information technology, information technology in the construction industry is also rapidly developing. Stakeholders of construction industry shall always keep themselves abreast of the development of information technology in construction companies to avoid being phased out. It is hoped that this brief analysis of the development trend of the global construction industry informatization will be an important reference value for construction enterprises especially in Malaysia to increase the awareness and competitiveness of local companies while dealing with increased competition due to the liberalisation of services sector.</p>
