<p>Ekonomi perkongsian telah wujud sejak zaman kuno. Secara praktikal, ia telah diamalkan di kalangan ahli keluarga dan rakan-rakan terdekat. Pada masa kini, ia muncul sebagai salah satu alternatif dalam memaksimumkan kekangan sumber semula jadi, seperti berkongsi ekonomi yang diperkenalkan menghubungkan dunia dalam talian dan luar talian melalui sumber Internet dalam memaksimumkan aset dan sumber yang ada. Ekonomi perkongsian menghasilkan nilai dengan memadankan aset ini dengan pengguna yang bersedia membayar untuk perkhidmatan yang disediakan yang dihasilkan dari aset tersebut. Perkhidmatan yang ada seperti penginapan hotel dan pengangkutan teksi telah tersedia dalam industri perhotelan dan industri teksi.</p>
<p>Pelbagai permulaan dengan menggunakan laman web dan aplikasi seperti dalam perkongsian kereta (Uber, GrabCar, Zipcar), perkongsian kereta peer-to-peer (Whipcar, RelayRides, SnappCar), perkhidmatan peribadi dan pelbagai (Airtime, GetMaid), perkongsian basikal ( Bixi, HZ Bike), filem (Netflix, Quickflix), sewa peer-to-peer (Airbnb, Globetroopers) menunjukkan bahawa platform ekonomi perkongsian yang timbul dari semasa ke semasa di pasaran semasa. Adakah konsep perkongsian ekonomi boleh digunakan dalam perkhidmatan perundingan seni bina dan kejuruteraan?</p>
<p>Mereka yang berlatih dalam industri pembinaan tidak akan pelik dengan arkitek bebas atau jurutera bebas. Sebahagian dari mereka membawa jawatan sebagai arkitek bersekutu atau jurutera bersekutu untuk berlatih sebagai profesional. Freelancing menjadi semakin berleluasa.</p>
<p>Selama lima tahun terakhir, disebabkan pasaran buruh yang menyusut dalam menyediakan lebih banyak pekerjaan sepenuh masa, orang Amerika memilih untuk menjadi bekerja sendiri. Antara tahun 2014 dan 2018, 3.7 juta orang telah mula bekerja sendiri. Untuk meletakkannya dalam perspektif, itu setara dengan keseluruhan populasi Connecticut. Menurut hasil FIA, kini terdapat 56.7 juta orang yang bekerja sendiri di Amerika.</p>
<p>Ini masanya untuk pekerja bebas. Walaupun menghadapi cabaran yang dihadapi oleh pekerja bebas (seperti ketidakpastian pendapatan dan kekurangan faedah), semakin banyak pekerja sama ada berhenti sepenuhnya dari pekerjaan biasa mereka untuk memilih jadual yang lebih fleksibel atau menjaga keselamatan kedudukan tetap sambil bekerja sambilan. Dengan jumlah yang terus bertambah, secara logiknya pekerja bebas akhirnya akan menarik minat syarikat. Berikut adalah sebab utama mengapa syarikat suka mengupah pekerja bebas:</p>

<li><strong>Kemahiran dan Kepakaran Khusus</strong><br />
Pekerja sendiri selalu didiskriminasikan, dan banyak yang mendakwa bahawa mereka tidak profesional seperti rakan sepejabat mereka. Ini tidak benar, terutamanya sejak akhir-akhir ini. Oleh kerana pekerja sendiri menyediakan kebebasan dan fleksibiliti yang sukar dalam 9 hingga 5 pekerjaan yang biasa, banyak pekerja beralih kepadanya sebagai sumber pendapatan tunggal atau pendapatan tambahan. Oleh itu, sekumpulan yang berbakat meningkat dengan pesat,bermaksud bahawa mereka yang didalam pelbagai bidang menggunakan pengetahuan dan kepakaran mereka untuk pekerjaan bebas.</li>
<li><strong>Keberkesanan Kos</strong><br />
Syarikat bertanggungjawab untuk memberikan faedah kepada pekerja sepenuh masa, termasuk insurans kesihatan, cuti rehat dan cuti sakit, yang merupakan semua perbelanjaan yang harus dibayar oleh syarikat. Pekerja sendiri adalah ejen bebas, bukan pekerja tetap syarikat, oleh itu majikan tidak perlu memberikan faedah kepada pekerja sendiri. Ini adalah kelebihan bagi majikan, tetapi kerugian bagi pekerja sendiri yang kehilangan wang mereka setiap kali mereka bercuti atau jatuh sakit.</li>
<li><strong>Kerja Berasaskan Projek</strong><br />
Pekerja sepenuh masa tidak semestinya diperlukan dalam semua projek dan tugas kerana projek adalah tugas satu kali yang mempunyai waktu mula dan akhir yang berbeza sepanjang tahun. Juga, kumpulan berkemahiran yang berbeza mungkin diperlukan dalam projek yang berbeza yang menjadikan pengambilan seseorang secara sepenuh masa untuk menyelesaikannya tidak masuk akal. Di situlah pekerja persendirian ini diperlukan.Pelaksanaan konsep ekonomi berbagi dapat dimulai dengan membuat platform dalam talian Business to Business (B2B) yang menawarkan untuk menyesuaikan dengan profesional dan majikan bebas. Dengan adanya platform dalam talian ini, klien projek dapat mencari pelbagai pakar dan profesional industri pembinaan dengan mudah.</li>

<p style="text-align: justify;">The sharing economy has existed since ancient times. Practically, it has been practiced among close family members and friends. Nowadays, it emerges as one of the alternatives in maximizing the natural resource constraints, such as sharing economy introduced connecting the online and offline world through the source of the Internet in maximizing the existing assets and resources. The sharing economy generates values by matching these assets with consumers willing to pay for the services provided generated from the asset. The existing services such as accommodation from the hotels and transportation from the taxi have available outside of the formal hotel and taxi industry.</p>
<p style="text-align: justify;">Various start-ups by utilizing websites and applications such as in car sharing (Uber, GrabCar, Zipcar), peer-to-peer car sharing (Whipcar, RelayRides, SnappCar), personal and miscellaneous services (Airtime, GetMaid), bike sharing (Bixi, HZ Bike), movies (Netflix, Quickflix), peer-to-peer rental (Airbnb, Globetroopers) shows that the arising sharing economy platforms from time to time in current marketplace.</p>
<p style="text-align: justify;">Is sharing economy concept applicable in architectural and engineering consultancy services?</p>
<p style="text-align: justify;">Those who practise in the construction industry will not be strange with freelance architects or freelance engineers. Some of them carry the job title of the associate architect or associate engineer to practise as professionals. Freelancing is becoming more prevalent.</p>
<p style="text-align: justify;">Over the past five years, due to facing a shrinking labor market in providing more full-time jobs, Americans have opted to become freelancers. Between 2014 and 2018, 3.7 million more people have started freelance. To put that in perspective, that’s the equivalent of the entire population of Connecticut. According to the results of the FIA, there are now 56.7 million freelancers in America.</p>
<p style="text-align: justify;">It&#8217;s the time of the freelancer. Even with the challenges faced by freelancers (such as the unpredictability of income and lack of benefits), more and more workers are either totally quitting their traditional jobs in favor of a more flexible schedule or maintaining the security of a permanent position while freelancing on the side. With the numbers constantly growing, it makes sense that freelancers would eventually attract the interest of corporations. The following are the main reasons why companies love to hire freelancers.</p>
<p style="text-align: justify;"><strong>1. Specialized Skills and Expertise</strong><br />
Freelancers have always been stigmatized, and many claim that they are not as professional as their full-time counterparts. This is not true, especially as of late. Since freelancing provides freedom and flexibility that is difficult in typical 9-to-5 employment, many workers are turning to it as either their sole source of income or additional income. The talent pool is therefore increasing rapidly, meaning that people in different fields utilize their knowledge and expertise for freelancing jobs.</p>
<p style="text-align: justify;"><strong>2. Cost-Effectiveness</strong><br />
Companies are responsible for providing benefits to full-time employees, including health insurance, paid time off and sick leave, which are all expenses that the company has to pay. Freelancers are free agents, not the permanent employees of the company, so the employer does not need to provide benefits to freelancers. This is an advantage for employers, but a disadvantage for freelancers who lose their money whenever they take a vacation or get sick.</p>
<p style="text-align: justify;"><strong>3. Project-Based Work</strong><br />
A full-time employee is not necessarily required in all projects and tasks as projects are one-off assignments that have different start and end times throughout the year. Also, different skill sets may be needed in different projects which makes hiring one person full-time to complete them are not making sense. That&#8217;s where the freelancers shine.<br />
Implementation of sharing economy concept could be initiated by creating a Business to Business (B2B) online platform that offers to match freelance professionals and employers. With the existence of this online platform, project clients could source for various construction industry experts and professionals easily.</p>

<p>Idea kerjasama dan perkongsian sumber sangat disyorkan oleh kerajaan Malaysia dalam meningkatkan produktiviti perkhidmatan pada masa kini. Secara praktikal, perkongsian ekonomi berkebolehan untuk menembusi ekonomi dunia dengan bantuan platform digital dan terbukti akan kebolehannya dalam meningkatkan peluang perniagaan dan prestasi dalam bidang masingmasing. Ia seharusnya menjadi satu cara komunikasi baru dalam perniagaan bagi menghadapi daya saing.</p>
<p>Platform digital adalah salah satu cara perkongsian terawal di mana kosnya yang rendah dan nilainya diagihkan terus ke rantaian bekalan di kalangan pengeluar dan pengguna tanpa orang tengah. Ia menggalakkan komuniti yang lebih kukuh dan perhubungan social dengan membolehkan pengguna untuk menyertai dan berkomunikasi dengan orang baru. Selain itu, platform digital juga dapat mengurangkan ‘<em>footprint</em>’ karbon di mana ia dapat memupuk pasaran yang lestari, menjimatkan kos dengan pusingan dan peminjaman barang serta perkhidmatan.</p>
<p>Perkongsian ekonomi juga dibincangkan sebagai ‘<em>collaborative economy</em>’ (CE) dan ekonomi ‘<em>peerto-peer</em>’ (P2P) yang melibatkan perkongsian asset fizikal dan perkhidmatan. Perkongsian ekonomi muncul sebagai salah satu alternatif dalam memaksimumkan penggunaan sumber semula jadi melalui kerjasama. CE adalah sebuah model ekonomi di mana pemilikan dan akses dikongsi antara syarikat, syarikat permulaan dan orang ramai. Interaksi ini menghasilkan pasaran cekap yang dapat memberi ruang kepada produk, perkhidmatan dan pertumbuhan perniagaan.yang baru.</p>
<p>P2P membolehkan pengguna atau pemilik mengubah pemilikan barang tahan lama mereka pada bila-bila masa untuk disesuaikan dengan keperluan terkini secara spontan. Maka dengan itu, pasaran sewaan berkemungkinan menjadi satu cara baru untuk memaksimumkan barang. Dengan kewujudan pasaran sewaan P2P, pemilik-pemilik barangan tahan lama boleh berkongsi dengan kapasiti yang tidak digunakan secara sementara kepada sesiapa yang perlu menyewa daripada membelinya. Prospek penyewaan masa depan akan bertambah dan pengguna lain bersedia melabur dalam pemilikan aset.</p>
<p>Perkongsian ekonomi memupuk aktiviti berkongsi, menukar dan menyewakan sumber dalam urus niaga ‘<em>business to business</em>’ (B2B). Kerjasama antara pihak yang berkongsi matlamat yang sama untuk produktif dalam pemasaran asset membolehkan perkongsian pasaran atau platform itu wujud dan ini akan membawa kepada transaksi perniagaan yang berjaya. <p>Secara kesimpulannya, perkongsian ekonomi membolehkan penjimatan kos, bersifat hijau dan kelestarian ekologi serta membentuk komuniti yang lebih kukuh. Walaupun secara tidak langsung akan mengganggu ekosistem sedia ada dan memberi kesan kepada pemain utama industri, dengan adanya model perniagaan perkongsian ekonomi ini, ia mungkin berpotensi untuk digunapakai terutamanya kepada pengusaha tempatan atau syarikat agar lebih bersifat berdaya saing. Namun, kejayaan perkongsian ekonomi ini juga sangat bergantung pada penambahbaikan komunikasi.</p>

<p>The idea of collaboration and sharing resources is strongly recommended by Malaysia government in increasing the productivity of services nowadays. Practically, sharing economy was capable to penetrate the world economy as facilitated by digital platforms and had proven its capability to increase business opportunity and performance in the respective area. It is supposed to be the new way of communication in businesses to confront competitive forces.</p>
<p>Digital platform is one of the earliest sharing economic method which is low in cost and the value is distributed directly to the supply chain within the producers and consumers by avoiding the middleman. It promotes stronger communities and social connections by enabling the users to participate and communicate with new people. Besides, digital platforms also reduced the carbon footprints which foster a sustainable marketplace, saving cost by recirculating and borrowing the goods and services.</p>
<p>Sharing economy can be also discussed as the collaborative economy (CE) and peer-to-peer (P2P) economy, which involves the sharing of physical assets and services among people. Sharing economy emerges as one of the alternatives in maximising the utilisation of natural resources through collaboration. CE is an economic model where ownership and access are shared between corporations, start-ups and people. This interaction results in market efficiencies that bear new products, services and business growth.</p>
<p>P2P enables the consumer or the owners spontaneously alter their possessions of durable goods at any time to match the current needs. Thus, the emergence of rental market is possible to be a new way of maximising the goods. With the existence of liquid P2P rental markets, the owners of durable goods are capable to share their non-utilised capacity temporarily to anyone who needs to rent rather than to own it. The future rental prospects grow as well as other consumers are willing to invest in asset ownership.</p>
<p>Sharing economy cultivates the activities of sharing, exchange and lease resources in business-to-business (B2B) transactions. The cooperation between parties shared the same goals to be productive in marketing the assets enable the sharing marketplace or platform to exist will lead successfully in the business transactions. Thus, professional services consultants e.g. architects, engineers, quantity surveyors, town planners and land surveyors shall take more initiatives to share expertise and resources together in order to stimulate economic growth while knowledge and technology transfer to each other will be encouraged.</p>
<p>In a nutshell, sharing economy enables the cost reduction, green &amp; ecologically sustainable, and stronger communities. Although it may indirectly interrupting the existing ecosystem and it affects the key players of the industry, the new trend of sharing economy business model may have the potential to be adapted particularly to local entrepreneurs or corporations to be more competitive and globalised while the successful of sharing economy is heavily dependent on improving communication.</p>

<p style="text-align: justify;">Bilangan unit kediaman yang tidak terjual yang tinggi di Malaysia masih menjadi kebimbangan kepada kerajaan apabila pasaran seperti memegang ’bom masa’ bagi hartanah yang berpotensi akan dating dan seterusnya memberi kesan kepada sistem pinjaman negara. Pakar-pakar memberi pandangan bahawa penyebab kepada peningkatan kepada unit yang tidak terjual adalah kemampuan (harga) dan kebolehcapaian (lokasi).</p>
<p style="text-align: justify;">Menjelang tahun 2019, unit yang belum terjual mencatatkan peningkatan 48.35% kepada 30.115 unit pada 30 September 2018, daripada 20.304 unit setahun yang lalu1. Jumlah nilai unit-unit tersebut juga meningkat kepada RM19.54billion, kenaikan sebanyak 56.44% daripada RM 12.49billion untuk jangka masa yang sama. Keadaan menjadi bertambah buruk apabila pangsapuri servis dan ‘<em>small offices home offices</em>’ (SoHo) juga terlibat, nilai terapung meningkat kepada 40,916 unit, bernilai RM27.38 bilion. Perlu dinyatakan bahawa definisi bagi unit terapung adalah unit yang telah siap dan tidak terjual sembilan bulan selepas dilancarkan, menurut Jabatan Penilaian dan Perkhidmatan Harta Tanah (JPPH).</p>
<p style="text-align: justify;">Pakar-pakar industri memberi pandangan bahawa penyebab-penyebab kepada bilangan unit yang tidak terjual yang tinggi adalah disebabkan oleh harga dan lokasi yang kurang sesuai, bukan disebabkan permintaan pasaran yang rendah2. Kenyataan ini kemudian dikukuhkan lagi oleh ‘<em>Real Estate and Housing Developers’ Association Malaysia’</em> (Rehda) di mana Malaysia masih kekurangan 3.2juta rumah, terutamanya rumah-rumah mampu milik, berdasarkan populasi Malaysia terkini3. Bank Negara Malaysia (BNM) mendefinisikan rumah-rumah mampu milik adalah rumah yang bernilai tidak lebih daripada RM 250,000. Harga bagi unit-unit yang tidak terjual adalah sangat tinggi berbanding purata pendapatan isi rumah di Malaysia. Keupayaan pembiayaan rakyat Malaysia juga terjejas teruk apabila pelbagai langkah-langkah pembekuan dilaksanakan oleh Bank Negara Malaysia untuk mengawal aktiviti pelaburan harta tanah.</p>
<p style="text-align: justify;">Pelbagai usaha telah diambil oleh pihak kerajaan untuk mengatasi peningkatan jumlah unit yang tidak terjual. Kerajaan bertujuan untuk meningkatkan kemampuan rakyat Malaysia dengan memperkenalkan skema yang berbeza seperti Kempen Pemilikan Rumah Nasional (NHOC) dan Platform Pembiayaan P2P. Sebahagian daripada inisiatif diperkenalkan di bawah NHOC asalah pengecualian duti setem untuk pembeli kali pertama, kadar pembiayaan rendah oleh BNM, jaminan penggadaian untuk pembeli kali pertama, tempoh pinjaman yang lebih lama dan sebagainya4. Kementerian kewangan juga memperkenalkan idea baru dalam pilihan pembiayaan hartanah kepada pembeli kali pertama dengan mewujudkan platform ‘<em>crowdfunding</em>’, di mana pembeli dapat memperoleh sumbangan dari penyumbang dana melalui platform tersebut dan bukannya dari bank.</p>
<p style="text-align: justify;">Kebolehcapaian yang rendah juga merupakan faktor penting bagi unit-unit yang tidak terjual. Pembeli rumah lebih mengutamakan hartanah yang lebih mudah diakses dan berhampiran dengan kemudahan awam, seperti pengangkutan awam, kedai runcit, tempat makan dan sebagainya. Pembeli cenderung untuk menilai kos jangka masa panjang (pengangkutan, masa dan tenaga) yang terlibat jika mereka membeli hartanah yang kurang kebolehcapaian. Sehubungan dengan itu, pemaju-pemaju dinasihatkan untuk membuat kajian bagi lokasi hartanah yang sesuai dan kebolehcapaian lokasi tersebut sebelum membuat keputusan untuk melancarkan pembangunan perumahan untuk mengelakkan unit tidak terjual yang tinggi.</p>
<p style="text-align: justify;">Kesimpulannya, bilangan unit tidak terjual yang tinggi boleh membawa potensi risiko kepada sector bank tempatan. Kedua-dua kerajaan dan pemaju harus bekerjasama dan memainkan peranan masing-masing bagi memastikan jumlah unit tidak terjual akan terus berada dalam tahap yang sama jika tidak berkurangan, untuk memastikan sektor perbankan Malaysia terus bertahan.</p>

<p>High number of unsold residential units in Malaysia remains a concern for the government as the market is holding a “time bomb” of potential property bubbles and subsequently affected the country lending system. Experts opted that the reasons of causing high volume of unsold units are affordability (price) and accessibility (location).</p>
<p>Approaching year 2019, the unsold completed units were posted with an increasing trend of 48.35% to 30,115 units as at Sept 30, 2018, from 20,304 units a year ago1. Total value of the units was also increased to RM19.54billion, a rise of 56.44% from RM 12.49billion for the same period of time. The situation become worst when the serviced apartments and small offices home offices (SoHo) were included, the overhang value increased to 40,916 units, worth RM27.38 billion. Worth to highlight that the definition of the overhang units are those completed units remain unsold nine months after launching, according to the Valuation and Property Services Department (JPPH).</p>
<p>Industry experts opted that the causes of the high numbers of unsold units are due to high housing price and poor housing location, instead of low market demand2. The statement is further concreted by Real Estate and Housing Developers’ Association Malaysia (Rehda) that Malaysia still lack of 3.2 million homes, especially the affordable houses, based on current Malaysia population3. Bank Negara Malaysia (BNM) defines affordable houses as those units valued not more than RM 250,000. The prices of these unsold units are just too high if compared to the average household income of Malaysian. The financing ability of Malaysian was also severely affected when various cooling measures implemented by Bank Negara Malaysia to control the property investing activities.</p>
<p>Various efforts had been taken by Government to tackle the increasing number of unsold units. Government aims to increase the affordability of Malaysian by introducing different schemes such as National Home Ownership Campaign (NHOC) and P2P Financing Platform. Among the initiatives introduced under NHOC were stamp duty waiver for the first-time buyers, low financing rate offered by BNM, mortgage guarantee for first-time buyers, longer loan tenure, and etc4. Ministry of Finance also introduced a fresh idea of property financing option for first-time buyers by creating crowdfunding platform, in which buyers could gain funding from individual funders through the platform rather than from banks.</p>
<p>Low accessibility is another crucial factor for the unsold units. House buyers prefer housing properties which are easier to be accessed and near to public amenities, i.e proper public transportation, grocery shop, eatery, etc. Buyers tend to justify the long term costs (transportation, time, and energy) incurred if they bought a property with low accessibility. Thus, developers are advised to conduct proper studies on the property location and accessibility before deciding to launch a residential development to avoid the high overhang of unsold units.</p>
<p>In conclusion, high number of unsold units brought potential risk to local banking sector. Both government and developers shall work together and play their own roles in ensuring the number of unsold units will be maintained at the current level, if not reducing, to ensure the health of Malaysia banking sector.</p>
